EU project shares best practices in housing management with Uzbekistan

The issues of professional training of specialists for the management of multi-apartment housing (MKD) stock were discussed in Tashkent in the format of a "round table". The meeting was held within the framework of the European Union PROMHOUSE project with the participation of representatives of the Oliy Majlis of the Republic of Uzbekistan, the EU in Uzbekistan, the Ministry of Housing and Communal Services, the Ministry of Higher and Secondary Specialized Education, the Ministry of Employment and Labor Relations, international organizations, other interested organizations and departments, representatives of small and medium-sized businesses operating in the housing and communal sector.
 
The organizers of the event are the partners of the EU project PROMHOUSE - "Housing Initiative for Eastern Europe" IWO (Berlin), the Association of Professional Managers and Housing Services Organizations (Tashkent) with the support and participation of the Ministry of Housing and Housing and the Ministry of Higher Education.
The topics of the issues discussed at the round table are consonant with the direction of the PROMHOUSE project being implemented in the country and are more relevant than ever for us. The project aims to professionalize housing management in Kazakhstan and Uzbekistan. The national coordinator of PROMHOUSE in the country is the Association of Professional Housing Management and Maintenance Organizations.

At the moment, the reform of housing and communal services continues in the housing sector, the search is underway for the most effective ways to manage and service MKD. It is impossible to achieve results without young, competent, qualified personnel who own modern technologies, actively use digitalization, and are ready to implement innovative projects, energy modernization projects for apartment buildings, etc.
 
The meeting participants noted that residential buildings are among the basic human needs. The issue of providing the population with high-quality, safe, comfortable housing is one of the priorities of the socio-economic policy of any state. Not only the increase in housing is important, but also its safety, comfort, energy efficiency, manageability of timely repairs, taking into account energy-saving measures. This requires the professionalization of residential real estate management.

The labor market, including the housing sector of Uzbekistan, needs qualified specialists with an appropriate level of competence, education, training that meets the requirements of employers and consumers of services. Meanwhile, in Uzbekistan, no one trains managers of apartment buildings. To solve this problem, PROMHOUSE brought together specialists from the Ministry of Housing and Public Relations, the Ministry of Labor, the Ministry of Higher Education, international experts aimed at developing professional standards for residential property managers and house masters.
At the moment, professional standards, new curricula, plans, modules are already being finalized, taking into account market requirements, international experience adapted to our conditions. The list of professions and specialties of vocational education will be updated. It will add in-demand specialties related to the management of multi-apartment housing stock. Once approved, the educational programs will be used in the training of new generation MKD managers and house masters, who will be trained at the Karshi Community and Economic College, selected as a pilot facility.

Future managers will have to master and then introduce into the practice of housing stock management such popular areas as the use of digital technologies in repair work, as well as in housing maintenance work, energy efficiency in apartment buildings, effective communications with owners of residential premises, etc. Investing in human capital is very important. Without professional managers, it is impossible to build a modern housing sector that provides quality services to the population.

Questions raised at the round table also related to the legal framework for the management system of apartment buildings in Uzbekistan, the European Union's assistance to reforms in the housing and communal services sector, professional requirements for young professionals in housing management, the development of energy modernization of the housing stock, the introduction of digitalization in the housing and communal services management system and capabilities of the billing system "Mening Uyim".

As a result of the meeting, the participants will develop recommendations for improving the system of vocational education in the management and operation of apartment buildings, expanding access to educational programs in this area. They will be sent to the Ministry of Housing and Communal Services and the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan.
