After all, this is the most vital thing for each of us: water, heat, gas and, of course, our multi-apartment, and somewhere long-suffering houses. Look around: some houses smile kindly at us: it means that everything is in order there, they have a good owner. And others bashfully hide their eyes. Why is that? We received the apartments in ownership along with the right to independently, at our discretion, maintain the common property of the house and, in particular, the apartments. It is impossible to manage this process on your own. We need standards.


What does it mean by standards? This means quality and professionalism.
For many years, workers in the housing and communal sector have been hatching the idea of ​​creating their own national standards for servicing multi-apartment housing. Because it's so important. Management companies appear on the housing market. They are ready to provide services to homeowners. But there are no clear criteria regulating the quality of these services.

Under the activity of managing an apartment building is understood the implementation of standards aimed at achieving the goals established by certain norms and rules, as well as determined by the decision of the owners of premises in an apartment building.


 Each house is an individual.
And therefore, management should be carried out in relation to each individual apartment building as an independent management object, taking into account the composition, design features, the degree of physical wear and tear and the technical condition of the common property, depending on the geodetic and climatic conditions of the location of the apartment building. And also, based on the minimum list of services and works necessary to ensure the proper maintenance of common property in an apartment building, the standards are developed to ensure closer and better interaction between the owners of premises in an apartment building and management companies. The documents establish specific requirements for the qualifications of management company specialists, the procedure for maintaining and updating technical documentation, the formation of the composition, determining the cost and collecting payment for work performed and services provided for the maintenance and current repair of common property in the house.
And so, in order to move the solution of this problem off the ground, recently gathered at one round table high-ranking specialists from the Ministry of Housing and Communal Services - the initiator of this meeting, the Ministry of Labor and the Ministry of Higher and Secondary Specialized Education, as well as the Association of Management Companies . Topic of the meeting: Development of professional standards for housing management and house master. Lobbying interests of professional housing managers.

Why the Ministry of Housing and Communal Services? Because it determines the state strategy for the development of housing and communal services and is responsible for the safe and favorable living of citizens in an apartment building.

The professionalism of the management of an apartment building, as well as the possession of the necessary set of knowledge, make it possible to ensure the effective achievement of the goal. This means that for the transition of managing organizations to professional management, they must acquire knowledge of the most important organizational, legal, technological and economic issues that affect the management of an apartment building and the results of the activities of the managing organization itself. The Ministry of Education will take on the mission of accomplishing this task. Professionals with diplomas, certified, and not amateurs should come to the management and maintenance of apartment buildings.

The existing experience of the work of managing organizations is not ignored, because knowledge and experience are inextricably linked with each other. Knowledge warns against mistakes and reduces the time of accumulation of experience, and experience enriches knowledge.

By joint efforts of those present, such important issues as: the formation of a road map, the development and approval of professional standards and qualification requirements, as well as the development and approval of training programs and the introduction of a new profession into the National Classifier were considered. This is the prerogative of the Ministry of Labor.
