For the past 3 years, German and Uzbek specialists have been exchanging views on the possibilities of improving the energy efficiency of housing in Uzbekistan.
2019
The dialogue began at the Ministry of Housing and Communal Services (MHCS) of the Republic of Uzbekistan with a round table on the topic “Energy Efficiency in Housing and Communal Services”. And it was initiated by the partners of the European Union (EU) PRO HOUSE project "Professional housing management in Kazakhstan and Uzbekistan", 2016-2019. from Uzbekistan - the Association of Professional Housing Managers and Service Organizations and the project coordinator from Germany - the Initiative "Housing in Eastern Europe" (IWO). The German Energy Agency (dena) actively supported the dialogue and attracted Uzbekistan to cooperation in the work of the Interregional Platform "Urban Energy Infrastructure".
2020
The topic of increasing the energy efficiency of the housing stock primarily concerns the direct owners of this very housing stock. Therefore, a round table was organized on the topic “Professionalization of the sanitation process. Motivation and qualification of homeowners on the way to energy-efficient rehabilitation of multi-apartment buildings”. At the event, an exchange of experience took place on attracting and motivating owners to reorganize from the German side, and colleagues from Uzbekistan spoke about the strategic goals and trends in the country's housing policy.

in November 2021
an event was held at which the topic of introducing training for managers on the modernization of residential buildings in Uzbekistan was considered. In the EU PROMHOUSE project “Professionalization of housing management in Kazakhstan and Uzbekistan”, implemented since 2020, the topic of professionalization of housing management is a key one. A professional residential property manager with knowledge - energy efficiency in buildings, energy modernization of residential buildings is one of the necessary prerequisites for the implementation of large-scale modernization of the housing stock in Uzbekistan. Colleagues from Germany presented a concept for training managers for the modernization of residential buildings (MMR). Homeowners' associations are often unable to cope with complex projects such as complex renovation of a house, which implies knowledge in the areas of: project organization, financing, legal issues, technical aspects, etc. The main task of the MIRR is to support the process of energy modernization of the house in the interests of homeowners. Thus, a number of issues, from initiating a meeting of homeowners to verifying the implemented modernization project, could be delegated to MIRR under the contract. In addition, at the round table, a project on MIWD training was presented, consisting of 6 training modules: housing management; communication; technical aspects of energy modernization of buildings; energy audit; construction and modernization management, quality control; financing.
