The educational trip to Berlin ended on August 23-27, 2022 for representatives of the Ministry of Housing and Communal Services of the Republic of Uzbekistan (MZhKO RUzb.). On the agenda were issues of housing management, education and training of residential property managers - the main topics of the European Union project PROMHOUSE, within which the event took place - as well as the topics of renovation and modernization of multi-apartment residential buildings (MZD). There are 34,513 MZDs in the Republic of Uzbekistan (2019). 89% of all multi-apartment residential buildings in Uzbekistan were put into operation before 1990, while 61% fall on the period 1967-1990.
“Energy-saving modernization of residential buildings is a topic that was at the center of our attention during our visit to Berlin. In the Competence Center for large settlements, we saw and evaluated the results of a large-scale modernization of the housing stock built in an industrial way. This experience is very valuable for Uzbekistan. We have already begun to adopt it in a joint German-Uzbek project - the energy rehabilitation of a residential building in the city of Nukus, which is supported by the German Energy Agency dena. This project was initiated within the framework of the European Union project - PRO HOUSE, which preceded the current project - PROMHOUSE. Ministry of Housing and Communal Services of the Republic of Uzbekistan. supports these projects. The topic of energy saving in buildings is one of the priorities for our state!”

Together with representatives of MZhKO RUzb. The study tour to Berlin was attended by the Director of the Association of Organizations of Professional Managers and Servicing the Housing Fund (PUOFJ) - Rakhima Ortikova and the director of the management company ELRUS from Tashkent - Rustam Badalov.
A significant event of the study tour was a visit to the EUREF Campus business park - an energy transition laboratory, an integrated concept of the quarter, where the members of the Uzbek delegation met with representatives of dena. Dena emphasized the importance of implementing the construction phase of the pilot project for the energy modernization of a residential building in Nukus, Uzbekistan to further develop cooperation between Germany and Uzbekistan in the field of energy saving in buildings. The German-Uzbek project was initiated in 2019, and despite the pandemic conditions, an energy concept and an energy modernization project for the house were developed for the selected pilot facility.
The meeting at the Competence Center for large settlements with the head of the Center Ralf Protz was very valuable for the participants of the study tour, as they got acquainted in detail with the concept for the modernization of residential areas of industrial development in the city of Berlin, using the example of the Marzahn-Hellersdorf district. This is the largest residential area in Germany, built in 1977–1990, the number of apartments is about 100,000 (2006), the population is 172,000 (2006). At the meeting, the issue of division of territories was raised - how was the division of the territory of a huge residential area in the 90s between public roads, land plots and private land plots, if houses were privatized and apartments were sold.

In general, the study tour to Berlin was held in an atmosphere of active discussion of future cooperation. There are many ideas for joint housing projects. The Embassy of Uzbekistan in Germany supports the development of initiatives for joint projects both from the German side in Berlin and in Uzbekistan itself. The Ambassador of the Republic of Uzbekistan, Mr. Nabidjon Kazimov, received the study tour participants in Berlin on 24.09.2022 and discussed with them international cooperation between the MZhKO of the Republic of Uzbekistan. and various organizations in Germany from the field of construction and housing, offered their assistance and support.
