On 07.10.2020 an online event was held with the participation of specialists from the field of housing management from Kazakhstan, Uzbekistan and Germany.
Silvia Pietropaolo, Project Manager, Turkmenistan and Regional Programs, Operations Unit of the Delegation of the European Union to Kazakhstan, opened the event and acquainted its participants with the EU's activities in Central Asia to increase the competitiveness of small businesses
The focus was on improving the professionalism of housing managers. First of all, it is necessary to have competent teachers and trainers to ensure the quality of teaching. Teachers are responsible for the development of new curricula, the provision of highly qualified vocational training, innovative teaching methods and the application of European instruments, approaches in vocational training.
The PROMHOUSE project has developed a training program for teachers, the first phase of which (40 hours) will be implemented online by the end of the year. The schedule of webinars will be posted in the coming days on the project website https://www.uyushma.uz/promhouse. The program will be taught by associate professors and trainers from the European Educational Center for the Economics of Housing and Real Estate (EBC), Germany. The main modules of the program - justification of residential property and its management / building structures and engineering systems of buildings / energy efficiency in buildings / energy modernization / communication / digitalization - were presented by Rüdiger Grebe, Director of the EBC Academy.
The event served as an exchange of experience gained in reforming the area of housing management between representatives of the relevant ministries of the partner countries. Laziz Khamidov, head of department, Ministry of Housing and Communal Services (MHCO) of the Republic of Uzbekistan, Azamat Pardaev, Advisor to General Director, Uzbek Agency for Standardization, Metrology and Certification (Uzstandart Agency), Tashkent, Uzbekistan and Daniyar Baltin, chief expert of department development of housing stock and housing relations of the Committee for Construction and Housing and Utilities, Ministry of Investment and Development of the Republic of Kazakhstan (MIID RK), the current situation and development policy directions in the field of residential real estate management after the adoption of new laws last year were presented. Representatives of the Housing Managers' Associations of both countries added to the picture from the perspective of the profession. In the areas of staff development and staff training, there is a mutual understanding between all the parties involved. They maintain sustainable property management professionalism and qualifications.
Their conviction was reinforced with a presentation by Martin Kasler, Director, German Property Managers Union (VDIV), in which he spoke about the challenges of the management profession related to climate change and the advent of the digital age. The energy modernization of residential buildings and the digitalization of the housing sector require from the manager the development of new competencies, skills, and advanced training. This profession has great potential for development in the partner countries of the project!
