The study tour was organised in the framework of the European Union (EU) project "Promoting professional housing management in Kazakhstan and Uzbekistan" (PROMHOUSE) to learn about the experience of housing management - training, professional development, certification of professionals in housing management and maintenance, as well as energy modernisation of the housing stock and the role of housing managers in this process.
20 experts from the housing sector of Kazakhstan and Uzbekistan took part in the event on sharing experience in housing management in Tallinn, 27.09. - 01.10.2022.
The groups included representatives of state bodies – the Construction and Housing-Communal Services Affairs Committee of the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan, the Ministry of Education and Science of RK, the Ministry of Housing and Public Utilities of Republic Uzbekistan, the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan; business representatives – management company "Uchtepa Farovon", "MMG", "Samarkand Omad Communalchi" – from Uzbekistan and "FMG Group", QAS Property – from Kazakhstan; representatives of educational institutions – Almaty Construction and Technical College, Astana Construction and Technical College, as well as representatives of Housing Managers Associations from both countries and The Association of Urbanists of Kazakhstan Q88.

The events in Tallinn were organised by the Housing Initiative for Eastern Europe (IWO), Germany and the Association of Estonian Facilities Management, EKKL, Estonia.
On the first day, September 28, the participants learned in detail about the training of specialists in housing management and maintenance. Prof. Roode Liias, Tallin University of Technology Taltech, presented a detailed overview of the housing stock, the reform of housing ownership, management and maintenance of residential buildings.
He presented the country's system of training and qualification of specialists established over the last 20 years as well as the standard on property maintenance developed in 2001. In autumn 2001, the I. round of specialists' certification took part. In 2022 there will be the 35. round. During this time, 2345 certificates were awarded.
Leena Paap, head of the training programme, told the participants about the training at the TTK University of Applied Sciences. The aim of the study programme is to prepare a real estate management specialist (level 6) who has competences expected by the labour market, who performs tasks that require analysis and decision-making in a changing situation, who has professional knowledge and skills, who organises the distribution of resources and work of subordinates, and who is responsible for this.
A graduate of the profession is prepared to work as an administrative manager and/or a maintenance manager.
The Tallinn University of Technology prepares level 7 specialists according to the Estonian Qualifications Framework (EstQF).
Visiting the Tallinna Lasnamäe Mehaanikakool College, a state vocational education institute, the participants learned about the vocational training system for housing maintenance specialists at Level 4 and Level 5 of the EstQF.
On September 29 in the morning the International Workshop on Lobbying for Professional Communities, Associations of Housing Managers and Maintenance Managers took place. Representatives of associations from 7 countries - Belarus, Estonia, Germany, Kazakhstan, Lithuania, Ukraine, Uzbekistan - actively participated in the discussion on how to represent effectively the interests of professional housing managers, how to handle modern challenges of the profession - training in energy efficiency in buildings, digitalisation of the housing sector.
Estonia has committed to reduce CO2 emissions by 70% by 2030 in comparison to 1990 as part of the EU climate package. Currently, this figure is already at 64%. Since May 2009, a financing programme is in operation to increase investments in energy efficiency in the Estonian building stock. The successful programme was developed by the Estonian Funding Institute KredEx in cooperation with the German KfW Bankengruppe and the Ministry of Economic Affairs and Communications of Estonia.
Kristo Hütt, KredEx and the Estonian Business and Innovation Agency EAS, presented the services provided to homeowners' associations - loan guarantee for multi-family apartment buildings (MFAH); granting credits for modernisation of multi-family apartment buildings; providing subsidies for the installation of solar panels in apartment buildings and subsidies for refurbishment in the period from 2022 to 2027, consulting on energy refurbishment in the regions.

The topic of energy-efficient modernisation of residential buildings is one of the main topics of the event as well as of the PROMHOUSE project. Professional housing managers should be qualified on this topic, have the competence to organise complex energy modernisation projects, be able to communicate with flat owners, explain to them the benefits of modernisation and the need for energy efficiency improvements in the building.
On the third day of the study tour, September 30, participants studied an innovative example of industrial refurbishment of buildings - the complex energy reconstruction of a dormitory of Tallinn University of Technology (TalTech), built in 1986 according to Soviet-era building standards, into a building with almost zero energy consumption (using prefabricated insulation elements - using the „Energiesprong“ principle). TalTech also shared its experience in training housing managers and educational programmes.

A tour around the city, including residential areas, visits to refurbished apartment buildings and discussions with the housing managers and representatives of these buildings completed the educational trip.
In a two-hour meeting at the conclusion of the three-day event in Tallinn, participants reflected on the Estonian experience, made suggestions for its application in their own countries and gave an assessment of the educational trip.

This educational tour was a successful platform for communication between stakeholders from Kazakhstan and Uzbekistan in the development of national training programmes in housing management.
Thus, representatives of the Construction Committee of the Ministry of Industry and Infrastructure Development of Kazakhstan, the Ministry of Education and Science of Kazakhstan and the Astana Construction and Technical College have already held preliminary talks with their Estonian counterparts on the possibility of further cooperation in the field of education and agreed to provide educational literature to increase the effectiveness of the educational process in Kazakhstan.
