Continuing the theme of the development and support of BIOs (Business Intermediary Organizations) - industry associations in the formation of industry certification, the Association of Subjects of Management, Service and Energy Service in the Housing Sector "Shanyrak" held a video conference on September 10, 2020 on the establishment of an industry Council on qualifications in real estate management.
Earlier, we sent letters to the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan (MIID RK), the Committee for Construction Affairs of the Ministry of Industry and Infrastructure Development (CCA MIID), the National Chamber of Entrepreneurs of the Republic of Kazakhstan (NCE RK) "Atameken", proposing to consider the issue of creating a Council of Qualifications - as a body responsible for the development of industry certification, on the participation and role of the state authorized body and the National Chamber of Entrepreneurs in the Council of Qualifications.
We received support from NCE RK "Atameken", as well as from MIID RK, in a response letter, expressed its readiness to participate in the creation of the Council of Qualifications.
The Association developed a draft regulation on the Council of Qualifications and sent it to the members of the Working Groups of the PROMHOUSE project for consideration.
The video conference was attended by members of the project working groups, representatives of the NCE RK "Atameken", the Committee on Construction Affairs of the MIID RK, JSC "Kazcenter for Modernization and Development of Housing and Communal Services", industry associations.
The video conference was moderated by Sergey Khudyakov, Chairman of the Regional Association of Apartment Owners' Cooperatives (KSK), Petropavlovsk.
The conference was opened by Saken Makhambetov, chairman of the Association "Shanyrak".
Marat Isabekov, an expert of the Association “Kazlogistic”, on the example of certification in the field of maritime transport, spoke about the development of a certification system for economic spheres.
Margulan Abdykarimov, Deputy Head of the Department of Regional Development and Methodology of the JSC “Kazakhstan Center for Modernization and Development of Housing and Communal Services”, shared his experience in developing training courses for the chairmen of the OSI (association of property owners), preparing examination tests in the field of management of housing and communal services. Arkady Rubtsov, Chairman of the Association of KSK in Almaty, also expressed his readiness to support the Council of Qualifications and participate in it.
Daniyar Zhumatayev, an expert of the Department for Human Capital Management of the NCE RK "Atameken", and Daniyar Baltin, an expert of the CCA MIID RK expressed their support in the creation of the Council for Qualifications in Real Estate Management.
As a result of discussions, it was proposed to create an organizing committee of the Council of Qualifications, chaired by Sergey Khudyakov, and to start forming the Council of Qualifications.
