Educational trip to Germany (Bochum)

From June 20 to 24, 2022, an educational trip was held for housing specialists from Kazakhstan and Uzbekistan to the European Educational Center for Housing and Real Estate Economics (EBZ) in Bochum, Germany.
The goal is to improve the qualifications of housing specialists from Kazakhstan and Uzbekistan, to introduce the experience of Germany in the field of:
  • professional training in real estate management
  • substantiation of ownership of real estate (apartment) in an apartment building (MZD)
  • MZD management organizations
  • residential real estate management practices (housing cooperatives, housing management companies)
  • innovative topics relevant to housing management today.
Representatives of government agencies, professional colleges, housing management companies and employees of housing management associations - partners of the PROMHOUSE project - 18 people took part in an extensive program, including theoretical classes and practice - acquaintance with management companies, a housing cooperative, a vocational training center, as well as visits to modernized residential areas, new buildings.
10 EBZ trainers 3 experts from the IWO, as well as 8 representatives from management companies, a cooperative, a vocational training center (total 21 experts) participated in the implementation of the study tour program and provided the participants of the trip with a multifaceted picture of housing management in Germany (legislative framework conditions, service houses, modernization, training of specialists)

First day of the program. (20.06.2022)

The delegation of Uzbekistan visited the EBZ and got acquainted with the form of training, in particular with the dual training system, which lasts 3 years. Director of the EBC Academy Rüdiger Grebe introduced the history of the formation of the EBZ, founded in 1957, and its structure, which unites a professional college, an academy, a business school and a research center under one roof with the financial support of an association of real estate companies.

100 teachers work in the EBC, 29 employees and 2512 students received professional education, 1585 seminar students received certificates after completing the courses. Studied the Legislative norms of education.

We received full information about the requirements of the State for educational schools, equipping classrooms, workshops, organizing work to ensure the integration of theory with practice through the dual methodology. The relationship of the educational center with representatives of the private sector represented by the Managing Organizations.

In the next session, the Deputy Director of the EBZ Academy, Christian Kesselring, introduced the structure and basis of the housing sector in Germany.

More than 80 million people live in Germany and there are 42 million housing units, which shows a high degree of housing development. Also, in small groups, the issue of a high quota of rental housing in Germany was discussed. State housing initiative after World War II, transfer of unrenovated apartments by tenants in Eastern Europe, strong subsidies for rented apartments, low rents make the German rental market attractive

Further, Tobias Heinichen, the teacher of the vocational training center, introduced and conducted a tour of the inter-industrial vocational training center. The delegation from Uzbekistan got acquainted with the workshop for the construction of roads, installation of sanitary equipment and pipes, electrical engineering and painting workshops. The heads of management companies, as employers, concluded that it is necessary to increase the participation of business organizations in educational and training processes.

Second day (21.06.2022)

Director of the European Education Center Klaus Leuchtman spoke about the success of case studies on energy efficiency and alternative energy for the housing sector. By opening one window, energy consumption increases by 7 times and therefore energy efficiency measures in the housing sector play a major role. Participants of the trip received the necessary information on:
 
The German legal framework in energy saving, the criteria and framework for mandatory building renovation and the energy renovation methodology, in particular the Energy Saving Regulation / EnEV, which regulates the minimum requirements and standards for energy saving buildings. (Energy certificates for buildings already built and new buildings, Energy minimum requirements for new buildings, Energy minimum requirements for the modernization of the conversion and extension of existing buildings, minimum requirements for heating, cooling and ventilation technology, as well as hot water supply, energy audits for air conditioners, etc. ).
 
In the second part of the day, the participants of the study tour got acquainted with the activities of the HWG eG housing cooperative in the city of Hattingen, and also visually saw the housing stock in which energy modernization was carried out. It was especially useful for management companies to study the experience of German colleagues. For major repairs of houses, digitalization of work, communication with the population.

Third day (22.06.2022)

The participants of the tour studied the theme of the Housemaster Institute in Germany: history and fields of application, communication and maintenance of residential buildings, responsibility - safety.
The head of the real estate management department of the housing cooperative, EBC trainer Christian Saip spoke about the factors of good service and the pyramid of competence: Law, Technology and Communication. Particular emphasis was placed on the need to ensure the safety of residential buildings, proper operation according to the standards of common property in the house and the local area.
According to the Regulations on operating costs, there are 17 types of costs, including the cost of maintaining the Housemaster.
Larissa Schreckenbach, the head of the Promhouse project - the professionalization of housing management in Kazakhstan and Uzbekistan, presented promising and innovative areas in the activities of the IVO organization.
The participants of the study tour got acquainted with the work of the communal housing company KHW Kommunale Haus und Wohnen GmbH, they considered: the modernization of residential buildings built in 1950-1960, the introduction of energy sanitation and digitalization, the addition of balconies for living comfort. One of the main requirements for social housing is a barrier-free housing building.

Fourth day (23.06.2022)

Heiko Gzell, lecturer in business informatics, introduced the participants to digitalization and data management in the real estate industry. Automation of processes will allow saving energy and ensuring comfortable living in the building without human intervention.

Digitalization Strategies for Housing Companies

Why should professional management companies digitize?

  • Compared to other sectors, the housing sector in Uzbekistan has lagged far behind in terms of digitalization.
  • Some of the biggest barriers to digitalization are the lack of human resources and the lack of digitalization strategies among management companies.
  • Many management companies do not yet feel the need to go digital; especially in areas where many apartments are rented out;

Digitalization brings many benefits to companies, such as the ability to offload staff without compromising the management of growing building stock, expanding the range of services for older residents or residents with disabilities.

The participants visited the residential area Flussesiedlung in the Grumme district of Bochum, which is served by the municipal housing company VBW Bauen und Wohnen.

VBW Bauen und Wohnen GmbH: founded in 1916 and serves 12,600 apartments with more than 40,000 residents, of which approximately 40% receive state support.

Also, for the first time, the company implemented a pilot project for the serial modernization of a residential facility without resettling tenants from 32 apartments. "Space to live!" this slogan is guided by the team leader of the company VBW Sebastian Eck. He spoke in detail about quotas for social housing, the features of management and modernization of social housing, the necessary infrastructure of a residential complex for different groups of the population.

 

Fifth day (24.06.2022)

The final day of the educational program Massimo Fühlbeck, real estate economist at VWA, began with the topic: Residential property management in Germany, the Homeowners Association (HOA) and the financial system in the management of the HHO.

There are about 70 residential property laws. All buildings in Germany also have an energy passport, according to which the OSJ can carry out energy modernization activities.

Massimo Fühlbeck, VWA Real Estate Economist, Property Management Specialist, EB2 Academy, told the participants about the formation and functions of the HOA (Homeowners Association) in Germany. The discussion identified the main differences from HOAs in Uzbekistan.

The following questions were discussed in detail:

Who and what belongs in the house and what rules can be used for the correct distinction. The teacher offered the participants a specific example, and they had to determine what kind of property (individual or common) these or those parts of the house, buildings, plot, etc. belong to.

Energy modernization of the OSZH house - supporting framework conditions from the state, barriers that impede modernization. Next, the participants were divided into two groups.
 
The first group took place with Dr. Ralf Lehmann, Head of Apleona Real Estate Commercial Property Management, which has representation in Germany (788 houses), Switzerland (1522 houses) and Austria (101 houses), spoke in detail about the commercial property management system in Germany. There are three models in different integrations: asset management, property management and infrastructure management. On the basis of the tripartite agreement lies the goal of ensuring the rights of creditors.
 
The 2nd group took part in a consultation on the organization of vocational education at the EBC Professional College (Berufsschule EBZ) and higher education at the Business School EBZ. The possibilities of acquiring a higher dual education were also explained, while studying at a vocational college (dual education at school and at an enterprise) and at the same time attending a higher school Business School EBZ, while acquiring a bachelor's degree.

In general, for 5 days, the participants of the study tour received a lot of useful information for further work.
